I'm not even going to go into how wrong you are at nearly every point in your post.

Well, it is actually true...
You can use half completed html coding, and IE will "fix" this so called "lazycode", and also added own functions outside of HTML standard (colored scrollbars is one, iirc they are going to add a system for colored scrollbars in next standarisation of HTML etc) that no other browser can read or use. This is exactly YTMND's problem. The guys who run the site have a pretty minimal knowlege of programming, their entire site is a stew of code from a bunch of people that has had bits and pieces added here and there over the years by more people that didn't really know what they were doing. As long as "it looked okay" to them they ran with it.
